What Is Focus on Energy?
Focus on Energy is Wisconsin’s statewide energy efficiency and renewable energy program designed to help homeowners, businesses, and communities reduce energy waste and save money. Through partnerships with utilities, contractors, and energy experts, Focus on Energy provides access to financial incentives, resources, and technical support to make energy-efficient upgrades more affordable and easier to implement.
As part of the federal Inflation Reduction Act (IRA), Focus on Energy administers the Home Energy Rebate programs—the Home Electrification and Appliance Rebate (HEAR) program and the Home Efficiency Rebate Program (HOMES).

How the HEAR Program Works
The Home Electrification and Appliance Rebate (HEAR) program was created to help Wisconsinites transition to cleaner, more energy-efficient home systems by reducing the upfront costs of major upgrades, such as HVAC heat pumps and heat pump water heaters.
With these rebates, your investment in modern home comfort equipment can be significantly reduced—and in some cases nearly covered—depending on your income.
Who Qualifies for HEAR?
To qualify for HEAR rebates through Focus on Energy:
- You must be a Wisconsin homeowner with a qualifying residence.
- Your household must have a gross annual income at or below 150% of the Area Median Income (AMI). If your income is below 80% of AMI, you may qualify for even deeper savings.
- The equipment you install must be new and ENERGY STAR® certified.
- Heat pump installations and other qualifying upgrades must be performed by an IRA Registered Contractor (i.e., a registered Trade Ally), which ensures compliance and maximizes your rebate savings.
What Can You Save With HEAR?
Through the Focus on Energy HEAR program, significant rebates are available—up to $14,000 total can be claimed. Here are some of the individual rebates available based on your equipment upgrade:
- Up to $8,000 for qualifying heat pumps that heat and cool your home.
- Up to $1,750 for a heat pump water heater.
- Up to $1,600 for insulation, ventilation, and air sealing.
- Additional rebates for electrical panel upgrades, wiring, and more, depending on your project scope.
- Income-qualified households may see 50%–100% of project costs covered, up to the program’s $14,000 cap.
These savings are designed to offset the cost of high-efficiency equipment and electrical upgrades—cutting energy use and lowering monthly bills for years to come.
How the HOMES Program Works
The Home Efficiency Rebate Program (HOMES) focuses on overall energy performance improvements rather than income alone. HOMES rewards homeowners who reduce their home’s total energy use by installing high-efficiency systems—such as heat pumps—often in combination with insulation or air sealing upgrades.
Who Qualifies for HOMES?
HOMES rebates are available to:
- Wisconsin homeowners making qualifying energy-efficiency improvements, such as installing ENERGY STAR-certified heating and cooling systems and/or ENERGY STAR-certified water heaters.
- Homeowners who complete upgrades that achieve measurable energy savings (at least 20%). A pre-upgrade home energy assessment is required for all applicants.
- Projects installed by a Focus on Energy Trade Ally Contractor, ensuring compliance and rebate eligibility.
Unlike HEAR, HOMES is not strictly income-based, making it an excellent option for moderate- and higher-income households focused on maximizing efficiency.
What Can You Save With HOMES?
Depending on your project, income, and verified energy savings, HOMES rebates may include:
- Up to $10,000 for installations tied to 35% or greater whole-home energy reductions—rebates are based on an income-sliding scale.
- Up to $5,000 for installations tied to 20%–34% whole-home energy reductions—rebates are based on an income-sliding scale.
- Additional incentives for energy assessments are available for low-income households.
